P2R Regions Help Shape EU Climate Resilience Policy

Pathways2Resilience regions accounted for nearly one fifth of all public authority submissions to the European Commission's landmark climate resilience consultation.

The European Commission has published the summary report of its stakeholder consultation on the EU Climate Resilience and Risk Management Integrated Framework, and Pathways2Resilience played a meaningful part in shaping what was heard.

P2R regions submitted 23 out of 98 public authority responses, representing around one fifth of all contributions from local and regional governments across the EU. This is a significant collective achievement, and a clear signal that the regions in our network are not waiting on the sidelines: they are actively engaging in the policy processes that will define Europe's climate resilience agenda for years to come.

What the Report Found

One finding from the consultation stands out: 74% of respondents identified a lack of funding as the primary barrier to resilience action at regional and local level.

This will come as no surprise to the cities and regions being supported by P2R. Access to finance remains one of the most persistent challenges facing local authorities trying to implement meaningful climate adaptation. Through the project, regions are gaining practical tools to identify funding opportunities, build investor-ready projects, and make the case for resilience investment to decision-makers at every level.

Why This Matters

Local and regional actors are often closest to the realities of climate risk: managing flooding, heatwaves, biodiversity loss and infrastructure stress on the ground. Yet they are frequently underrepresented in the EU-level conversations that determine how resources and frameworks are designed.

The scope of regional engagement in this consultation is proof that this is changing. Our regions are building the knowledge, capacity, and confidence to make their voices heard where it matters.
