The Expression of Interest process enables regions to demonstrate their motivation, willingness, and capacity to apply for the Pathways2Resilience programme, while also allowing them to share their adaptation challenges, barriers and support needs. It aims at mobilising regions and communities willing to accelerate their transformation towards climate resilience.

Answers the questionnaire allow the Pathways2Resilience programme team to:

  • map and identify regions that need support
  • identify the adaptation challenges and barriers as well as the support needs of the regions
  • understand the local governance and engagement of key stakeholders for adaptation activities

Information retrieved from the Expression of Interest questionnaire will allow for the launch of matchmaking actions to facilitate dialogue between regions and local partners.

The Calls for Applications will select regions and communities that will receive a direct support from the Pathways2Resilience programme to develop transformative strategies and action plans towards climate resilience

Adaptation Finance Innovation Lab

The Adaptation Finance Innovation Lab is meant to design and conceptualise innovative finance mechanisms tailored to regions as well as propose and advise regions on adaptation finance, business models and innovation policy.​

More information regarding participation possibilities will soon be available.

The Adaptation Finance Innovation Lab will work on putting together: ​

  • Data-based catalogue of finance mechanisms, sources and best practices
  • Regional adaptation finance strategies and resource mobilisation plans​
  • Fruitful partnerships with existing International Climate Finance Labs​

9 pilot regions at different points in the Resilience Maturity Curve are being involved to develop and test this Adaptation Finance capacity package in real circumstances. ​ ​

Innovation practice groups

The Innovation Practice Groups intend to support the locally-led formulation of shared visions, pathways and innovation agendas. ​
At least 10 Innovation Practice Groups will be organised, engaging a wide range of stakeholders in capacity building and exchange activities.
Those Innovation Practice Groups will allow to:

  • Build upon existing knowledge and best practice
  • Share programme’s learnings beyond the selected regions
  • Ease cross-regional exchanges about regional adaptation challenges

By connecting regions with international experts, local practitioners, citizen groups and other key stakeholders, Innovation Practice Groups ensure we continuously look at emerging learnings, models and ideas. ​

4 key enabling conditions areas affecting the feasibility of adaptation and mitigation options and thus the possibility to scale up systemic transitions are given special attention, namely:

  • Access to knowledge and data
  • Governance and Engagement for innovation
  • Behavioural change and empowerment
  • Local economic systems

Compilation of learning will be made available on the transformative toolbox.

Training modules

Training modules propose access to knowledge and tools facilitating tailored one-to-one support to regions and communities.

  • System Innovation Labs: Application of Systems innovation theories, exploration of problem spaces, creation of joint intent and formulation of adaptation pathways and innovation agendas.

Frequently Asked Questions

The calls for applications will be launched towards end of 2023 / early 2024.

Yes, resilience maturity of regions and communities will be a criterion in Pathways2Resilience (P2R) as a whole. To measure regional resilience, we will use the P2R Resilience Maturity Curve and self-assessment tool to identify the level of resilience of candidate regions (More information about the selection criteria and the Resilience Maturity Curve will be shared in our information webinar). While all regions meeting the eligibility conditions will be welcomed to submit application, the services will be tailored to their level of maturity. In addition, the P2R programme has a mandate to also support regions and communities that are the least climate resilient, meaning with the highest vulnerability, limited resources and low adaptive capacity to climate change impacts. The exact number of grants for the most vulnerable regions will be announced in each call.

Yes, all financing approaches and financial instruments for regions’ adaptation identified by the Pathways2Resilience programme are aligned with the EU Taxonomy and the upcoming Corporate Sustainability Directive.
