To support regions in creating effective adaptation strategies, projects like Pathways2Resilience (P2R) offer a structured path forward.

The P2R is centred on the Regional Resilience Journey (RRJ), which integrates future-focused thinking with flexible decision-making tools. These tools, including adaptation pathways, allow regions to explore multiple potential scenarios and solutions for enhancing resilience in the face of evolving climate challenges. The RRJ framework helps guide regions through the process of developing and implementing strategies that address both current and anticipated climate impacts.

To make this framework practical and accessible, the P2R Climate Toolbox has been developed as an essential resource for regions seeking to enhance their climate resilience. This toolbox offers clear guidance on the tasks involved in the Regional Resilience Journey, alongside over 300 tools and resources. These tools support a variety of essential actions, such as:

  • Vulnerability and risk analysis - Helping regions identify and understand their climate-related challenges.
  • Stakeholder engagement - Facilitating collaboration and ensuring all relevant parties are involved in the planning process.
  • Goal setting and resilience enhancement - Providing support for setting clear objectives and strategies for improving resilience.
  • Adaptive planning - Guiding the creation of adaptation pathways to address climate risks and opportunities. In addition to supporting the development of resilience strategies, the P2R Climate Toolbox also provides tools to foster the enabling conditions necessary for implementing these strategies. It is designed to be user-friendly, with tools organized according to the tasks of the Regional Resilience Journey or specific enabling conditions.


To improve the user experience, the toolbox features several filters to help users easily find the resources most relevant to their needs. These filters include options for hazard type, tool category, community systems, and tool complexity. A keyword search option is also available, making it even easier to navigate. While most of the resources are in English, the toolbox includes materials in other languages, with a dedicated filter to help users locate these resources.

Beyond tools and guidance, the P2R Climate Toolbox also offers training materials, implementation examples, and templates to assist regions in applying the resources effectively. These elements ensure that regions are not only equipped to develop their resilience strategies but are also supported throughout the implementation process.
