Pathways2Resilience welcomes the new EU Framework for Climate Resilience

The European Commission's new Framework for Climate Resilience recognises the role of regions in building a resilient Europe. Drawing on evidence from 100 regions, Pathways2Resilience (P2R) is ready to help shape its delivery.

On 27th of October 2026, the European Commission adopted the EU Framework for Climate Resilience: the Communication “A resilient Europe for a changing climate” and the proposed European Climate Resilience Law. Pathways2Resilience welcomes both.

As a flagship initiative of the EU Mission on Adaptation to Climate Change, we are ready to engage with the Framework’s delivery and the negotiations on the Law, drawing on our tools, experience and evidence from 100 regions. Through their Regional Resilience Journeys, these regions are developing Climate Resilience Strategies, Action Plans and Investment Plans, and putting them into practice. Our P2R Climate Toolbox and P2R Resilience Maturity Curve Self-Assessment now feature in the new Navigator of Climate Resilience Tools, making what regions have already tested easier to find for authorities across Europe.

The proposed Law recognises the “important role” of subnational authorities in preparedness and climate resilience, and the Commission notes that the EU Mission on Adaptation and the experience of regional and local authorities informed the proposal. As the Communication points out, around 75% of people in the EU live in cities and urban areas, on the frontline of climate impacts. Much adaptation happens locally. Our experience shows that resilience moves fastest when each level of government knows its role, and when ownership comes with the conditions to act: governance, finance, knowledge, behavioural change, skills, and room to experiment and learn.

As the legislative process gets under way, we look forward to contributing regional evidence on what it takes to deliver resilience locally, and on how the Law can give regions the means to act.

Regions are already turning resilience into action. With the right framework behind them, they can go further, and faster.
